After earning a B.A. in Business from Frostburg State University, James entered the oil and gas industry and built his career from the ground up—earning multiple promotions by consistently delivering results in high-accountability operational environments where safety, compliance, and performance are non-negotiable.

James built a track record of leading safety-critical operations with tight financial and compliance oversight. He managed teams, vendors, budgets, and regulatory requirements while improving performance, lowering costs, and strengthening service reliability. As his results compounded, he stepped into broader program and project leadership roles, delivering complex initiatives with clear reporting, disciplined risk management, and consistent on-time execution.
But the real turning point was vision. James recognized that construction needed the same operational professionalism he had lived in energy—measured planning, accountability, and predictable outcomes.
He took what he learned, bet on himself, and founded McKenney Builders to build projects the right way: structured project management, disciplined budgeting, and consistent execution from bid through closeout. Under his leadership, the company grew from a founder-led startup into a multi-million-dollar construction business, powered by repeat clients, trusted subcontractor partnerships, and a reputation for delivering what was promised.

Rawlinson Massey
Chief Financial Officer
Rawlinson “Raleigh” Massey serves as Chief Financial Officer of McKenney Builders LLC, where he provides strategic financial leadership aligned with long-term growth, operational excellence, and disciplined risk management. With decades of executive experience across construction, real estate, and multi-entity organizations, Raleigh is known for building financial frameworks that enable companies to scale sustainably while protecting enterprise value.

At McKenney Builders, Raleigh oversees financial strategy, reporting, tax planning, budgeting, and policy development. He partners closely with executive leadership to translate vision into measurable results. His approach blends analytical rigor with practical business insight—ensuring financial decisions support both immediate performance and long-term organizational objectives.
Prior to joining McKenney Builders, Raleigh co-founded and served as Chief Financial Officer of a highly profitable, multi-entity enterprise. He achieved first-year profitability and guided controlled growth across multiple operating divisions. His background includes structuring credit facilities, negotiating complex contracts and service agreements, and managing vendor, insurance, and compliance programs in highly regulated environments.
Raleigh holds a degree in Business Management from California State University, completed advanced legal coursework with a focus on contract law, and is a licensed Real Estate Broker. He brings a compliance-driven, forward-thinking perspective that strengthens financial stewardship and positions organizations for durable success.

Tasha Collier
Director Of Operations
Tasha brings 20 years of experience in operations leadership, project management, and organizational development. She previously led operations for an Austin-based company for ten years, helping guide the organization from its startup stage through key phases of growth, including fundraising, business development, building and managing large cross-functional teams and staff, developing infrastructure, and implementing strong operational systems.

Throughout her career, she has helped launch and scale multiple startup ventures, including a corporation that surpassed $1M in revenue by year two. She also has experience working on complex, multi-stakeholder projects for national organizations with annual revenues exceeding $100 million, managing large contracts and coordinating cross-functional teams to support successful execution.
In addition, she has significant experience coordinating the planning and operational oversight of commercial build-outs, including a beauty salon project and an aviation education facility from pre-construction through completion.
Today, as Director of Operations at McKenney Builders, Tasha oversees the company’s operational systems, project coordination, and internal processes that support efficient execution across all phases of construction projects. She works closely with company leadership and project teams to ensure projects remain organized, timelines stay on track, and communication flows smoothly throughout the construction process.
Her diverse background allows her to bring strong operational discipline and strategic organization to McKenney Builders, supporting the company’s continued growth and its ability to consistently deliver high-quality construction projects.

Damone Williams
Director Of Business Development
Damone brings 30+ years of success developing sales strategies, leading high-performing teams, and strengthening client relationships in competitive, project-driven markets. His career has been defined by a consistent ability to understand customer needs, communicate value clearly, and produce measurable growth—capabilities that translate directly to construction pursuits where trust, clarity, and responsiveness win work.

His experience spans inside and outside sales, account management, and business development, with a track record of building pipelines, expanding multi-state territories, and guiding sales departments through periods of rapid growth. He is known for turning complex requirements into practical solutions and presenting confidently to diverse stakeholder groups.
Damone’s performances have been recognized repeatedly: he earned Dun & Bradstreet’s Quota Buster Award for six consecutive years (2017–2022), achieved six President’s Club honors, and was named a 15-time Hall of Fame winner at MCI. He was also recognized as a Top Supervisor at Recall Corporation for generating $1M+ annually in new business, and ranked 5th in AT&T’s Cyber Sales Department.
These accomplishments—and his expertise in consultative selling, contract negotiation, digital marketing, and CRM-driven execution—have led him to his current role as Director of Business Development at McKenney Builders, where he drives growth strategy, strengthens partner and client relationships, and positions the company early in the project cycle to compete and win.
